Grimsby to Walpole Pylon Consultation

Statutory Consultation Notice under section 42 of the Planning Act 2008 and the Infrastructure Planning (Applications: Prescribed Forms and Procedures) Regulations 2009 (the APFP Regulations)

Notification under Regulation 13 of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 (the EIA Regulations)

Introduction

National Grid Electricity Transmission plc (‘National Grid’) will be launching a statutory consultation on Wednesday 11th June 2025 in accordance with sections 42, 47 and 48 of the Planning Act 2008 (‘the Act’) for the proposed Grimsby to Walpole project (‘the Project’). 

We are formally notifying you of the consulation because you are a prescribed consultee under section 42(1) of the Act and in accordance with Schedule 1 of the the Infrastructure Planning (Applications: Prescribed Forms and Procedure) Regulations 2009. 

The Project is an “EIA development” for the purposes of the EIA Regulations. Regulation 13 requires National Grid to send your organisation a copy of the Notice which is being published in accordance with section 48 of the Act, and this is enclosed, together with the project’s Community newsletter. 

The Project

The Project involves the construction of approximately 140 km of new overhead transmission lines from Grimsby to Walpole, associated new substations in the vicinity of Grimsby, Mablethorpe, Spalding Tee-Point in South Holland District and Walpole, and other associated required works. 

The Project is a Nationally Significant Infrastructure Project (NSIP) under the Act and requires an application for development consent to the Secretary of State for Energy Security and Net Zero. The development consent being sought will include a number of other provisions, including those which authorise the compulsory acquisition of land and rights over land, if necessary, to construct and maintain the Project. 

For the purpose of assessment, the Project has been split into seven Sections. These are:

  • Route Section 1 - New Grimsby West Substation; 
  • Route Section 2 – New Grimsby West Substation to new Lincolnshire Connection Substation A; 
  • Route Section 3 – New Lincolnshire Connection Substations A and B; 
  • Route Section 4 - New Lincolnshire Connection Substation B to Refined Weston Marsh Substation Siting Zone; 
  • Route Section 5 - Refined Weston Marsh Substation Siting Zone; 
  • Route Section 6 - Refined Weston Marsh Substation Siting Zone to Walpole B Substation; and 
  • Route Section 7 - New Walpole B Substation

A detailed description of the route sections is contained in Chapter 5 of the Preliminary environmental information report (PEIR). 

It should be noted that Route Section 5 (Refined Weston Marsh Substation Siting Zone) comprises less design information compared to other sections.  Since the Stage 1 (non-statutory) consultation there have been changes to the connections required at Weston Marsh as well as identification of additional design parameters.  As a result, further design work is being undertaken, including consideration of whether there is a need for up to two new substations.  National Grid will undertake further targeted statutory consultation on Section 5 (including publication of preliminary environmental information) at a future date when this design work has been completed.  For the purposes of the PEIR provided with the Statutory Consultation, an appraisal has been undertaken of the Refined Weston Marsh Substation Siting Zone considering up to two substations as well as associated electrical connections between them.
